day at the Cruiser AURORA
CRUISER AURORA - 1903 : A first - rate vessel for its time,
the Aurora was a typical armour-plated cruiser designed to protect
the main forces of the Russian Fleet - the ironclads and battleship
- from attacking torpedo-boats and also to carry out patrol and
reconnaissance missions on enemy shiping routs.
On 17th February 2004 The Rear Admiral Chenavin Lev and and
Vice Admiral - Avraamov Georgy earned Doctor of Philosophy in
Military Historical Science.

Aurora : On the beautiful morning of the 11th may 1900 hundreds
of Petersburgers gathered on the embankment of Vasilevsky Island.
The ships due to watch the ceremony entered the Neva. At 11 a.m
When Emperor Nicholas II arrived, a signal gunshot was fired.
The ship, disengaged from the pulleys and props, at first slowly
and then faster and faster rolled down the slips and at 11.15
a.m. plunged into the water. On that day nobody could have imagined
that a Russian ship bearing the name of the Roman Godess of the
dawn was destined to acquire worldwide fame in the near future.
I am very happy that International University of Fundamental
Studies (IUFS) is here with us organized its Honours Giving Day
for us at Cruiser Aurora.

- stability, general resistantance, adaptability and survival
rate in especially complex and extreme conditions of activity
and an environment; for preventive maintenance of desease, a
traumatism, improvement and increase of life expectancy of various
age and social - demographic groups of the population of Russia.

INTRODUCTION
The president, the
government and all progressive public are anxious with sharp
deterioration of health, excess of death rate over birth rate,
unprecedented reduction of life expectancy of Russians and fast
increase of demographic crisis which can bring to ruin the nations.
In this critical situation the problem of improvement of Russians
has turned to the most essential and vital nation-wide problem
(task) demanding the immediate decision. The tragic element of
a situation is aggravated with that traditional approaches to
the decision of these problems, unfortunately, appeared are absolutely
not effective, to what the modern state of health and the life
expectancy of Russians reduced for last years for 20 years testify.
Health of schoolboys has sharply worsened. At 8-10 time the quantity
of diseases of bonemuscular system (osteochondroses, scolioses,
arthrosis, flat feet etc.) has increased. The number of neurosises,
psychoses, allergologists, gastroenteric, cardiovascular and
catarrhal diseases has essentially increased, is especial at
the senior school age. The majority of children has disharmonic
physical development. It is progressively increased alcoholism,
narcotisms and criminality among children and teenagers. All
is more sharply felt increase of demographic crisis in Russia,
which can result in irreversible consequences if today to not
undertake emergency measures. Development and wide introduction
in all kindergartens and schools, the maximum and average educational
institutions, Nakhimov Naval School and Suvorov Military schools,
military schools, in army and on fleet of the newest, profitable
and highly effective sports and preventive technologies is necessary.
On the basis of 30-years fundamental scientific researches by
employees of Problem research laboratory of the St.-Petersburg
state academy of physical training by P.F.Lesgafta and department
of sports of Academy of National Safety develops theoretical
bases and principles of construction such neotechnology, and
also the experimental estimation of their efficiency is carried
out.
Complex sports and preventive neotechnology increases of a level
of intellectual and physical serviceability, efficiency sports
and are intended for harmonization of the person, normalization
psychofunctional conditions, to professional work, adaptability
to adverse conditions of an environment, stress - stability,
general resistance and vitality for preventive maintenance of
desease, a traumatism, improvement and increase of life expectancy
of various age and social - demographic groups of the population
of Russia.

Substantiation
The person on the Earth is one of the
kinds occupying our Planet. He has created potent means of life-support
during relative short historical term; his life has ceased to
depend on a state of environment in many respects (a cold, heat,
a rain, a thunder-storm etc.). But, educing means of production
not depending from whims of the Nature in the existence, the
person has come off from them. He began not only the consumer
of natural resources, but also an intensive pollutant of environment.
It appeared pernicious for the person.
Having kept away by nature, the person began to live in an excited
environment, which he has farmed as a result of the activity.
This environment contains the strongest mutagenic factors. Mutagenic
factors are everywhere: in water and air which are filled with
toxicant products of activity of the person live, in the soil
witch is poisoned by industrial and agricultural waste products
and agricultural chemicals. The increased radioactive background,
the strongest electromagnetic fields of an artificial parentage,
the every possible productions of civil and military value polluting
environment, technogenic failures and accidents, add pollutions
in environment on the big areas. Mutagenic environment is also
the information space in which collects energoinformational dirty
all time.
If to take into account also still influence of space factors
on all-alive on the Planet, it is possible to understand, that
complex action of all factors changes persons as a kind. Distribution
of aggression, illnesses, inability of the person to harmony
with itself an environment and the Nature are intensively amplifies.
Action of all factors amplifies per capita with unusual speed,
and results of this phenomenon are visible in all spheres of
human life and all community.
It is natural that the person as a kind will not disappear from
our Earth. But in this excited environment the most aggressive
exemplars will be develop and made multiple copies. They will
be absolutely other representation of a kind.
It is developed now and is carried out
a plenty of the various programs supported by the Governments
of the States, on preservation of those or other representatives
of plants and animals.
There has come time to rescue the mankind, the natural person,
instead of his mutant copies. The program on rescue of the person
should become priority at the State and International levels.
Practically up to the end of 20-th century
drawing up of the similar program was impossible as there was
no theoretical basis for it. Now the science has received new,
volumetric understanding of the Nature and its owns mechanism
of the analysis and regulation.
The purpose and tasks
The program "Preservation of mankind's
genefound " is directed on preservation of the person in
his intellectual, spiritual and healthy kind.
Tasks:
- To stop mutational process in a human society;
- To create informational, ecological conditions for improvement
of the person and his positive evolution.
For this purpose:
1. To inform all peoples about the new scientific Knowledge about
the Person, Nature and Space through educational programs, programs
of scientific preparation and through the managerial personnel
with new formation of all levels, through the edition of the
mass popular scientific literature. This Knowledge will help
the person to understand his place in the Nature, to change world
outlooks and found harmonies in relations with themselves, environment
and the Nature.
2. To realize the program of information safety.
3. To realize the program of ecological safety.
4. To realize the program of space safety
5. To realize the program of improvement of the population in
view of new scientific achievements in biology, medicine, ecology,
philosophy.
6. To upgrade preparation and certification of the scientific
staff of a new formation.
7. To develop programs of safe residing in large cities, preservations
and development of small nationalities(national characters) and
ethnic groups and northern territories.
8. To recommend to the organs of legislation of authority of
the States and International organizations to result legislative
and normative acts according to realities of the validity and
recommendations of the International Coordinating committee for
executing of this Program.
9. To create the International research Centre in Saint Petersburg
on research of action of information, space, ecological processes
on alive organisms, on social processes in a society and development
of educational and methodical grants and recommendations according
to tasks of this Program.
10. To promote realization of programs on use non-polluting sources
of energy and creation of essentially new technological decisions
on its produce and use.
Theoretical base of
the program
Theoretical base of the program "Preservation
of mankind's genefound " are the new fundamental works executed
by scientists in institutes of International Academy (ICCIA)
in the area of biology, physics, philosophy and ecology. Among
them are: the energy-informational theory of heredity, variability
and formation, the complex theory of space safety, the quantum
law of unity and functioning macro-and micro spaces, and also
philosophy of interaction. These works are submitted in the Nobel
Committee in 2001. These theoretical and fundamental works have
revealed earlier unknown layers of our Universe and structure
of the Nature and Space, and also processes in the human society,
influencing on all alive on the Earth. They are energy-informational
, space, technogenic and unknown earlier terrestrial processes
and frames.
The mechanism of degradation processes
in a human society which worked during the foreseeable historical
past, strengthening in time, having achieved a maximum by the
end of 20-th - and to the beginning of 21 centuries became clear
only with appearance of new scientific theories. It became clear,
that the person as a kind is in danger; the excited environment
of a habitation transforms persons into aggressive ill mutant.
This process goes already for a long time and proves to be true
our validity.
The new understanding of the Nature and Mankind gives also the
mechanism of a stop of this destructive process in a human society,
restoration of the person as kind. Now from its condition depends
its tomorrow, a condition of the Nature, environmental information
space.
Scientists of International Academy (ICCIA) formulate and develop
also new scientific disciplines which will help in recognition
of new scientific knowledge, and also in the decision of a problem
of preservation of mankind's genefound. These disciplines contain
a lot of directions on space structures and processes, space
ecology, information biology, ecology, philosophy of interaction
etc.
The program of preservation of mankind's genefound is the complex
program including a lot of blocks. The problem of formation of
education, professional training at all levels and ranks, improvement
of the population and the Nature, the problems of big cities
etc will be solved on the new scientific base of this Program.

and Programme B: 26-day (August) programmes), under the main
programme of WORLD ARTS & CULTURAL ORIENTATION PROGRAMME,

preserved cities of the world'.
Our main idea
is to present to our visitors/students and artists the proud
city of a glorious past, its architecture, its arts, to tell
you and show you about its maritime and commercial past, science,
philosophy, literature, diplomacy, culture and any other facet
of life that in many ways presented the avant-garde throughout
the historical pace of Europe.
The goal of
the Culture Programme is to contribute to the renewal, development
and integration of the different spheres of Russian and American
Culture in the context of global culture. The programmes encourage
experimentation, qualitative innovation, co-operation among the
various Russian ethnic and confessional minority cultures, and
creative contacts with Western and Eastern cultures.
This programme block comprises the programmes of Cultural Infrastructures,
Performing Arts, and the Soros and Paul Getty Centre for Contemporary
Arts. Jointly with the Publishing Programme, presentation of
Russian Culture was undertaken at the "East-West" festival
in Die (France). A wide variety of attractions was offered to
the visitors of the festival, from folk crafts to publishing.
Over 500 American Artists , teachers and students participated
in this 26-day event.

The University of London was
established in 1836 by Royal Charter, and is one of the the oldest
universities in the United Kingdom. The University is a federation
of 17 separately-incorporated, self-governing, directly-funded

The Government of Leningrad
Area - Baltic Sea It is necessary to organize
the opeation to clear the water area of the Gulf Finland, the
Ladoga and Onedalakes of sunk and thrown away ships and boats
the numbers of which is up 3500 in above mentiond areas ( from
the 16th till 20th century).
In addition, great volumes
of special cable ( power, antenna-coaxial, and special copper
cables) were put on the bottom of the water areas. Some cables
were put in 1913 through 1916, most of them were put in the Soviet
time, from 1936 through 1980. On average, the cable is 10,000
km ( because the line can have from 2 till 4 threads). The cable
were put by coordinates, but for many years of their lying on
the bottom they underwent tidal flows, were covered with silt
depositions and so on.
By long experience of
work with cables of all tupes, while being lifted by means of
available coordinates they can seldom be found on place.
To carry out the operation
of lifting cable on a cable-layer, it is best of all , in advance,
to map the bottom by a known method of running the cable. On
ecograms, the place of running a cable is clearly visible.
UPDATE:
In 2001 Dr. Richard J.
Hoyer of Global Capital was approached by the Russian government
to seek investors for this major Baltic Sea Project. From mid
to the later part of 2001 Dr. Hoyer had an investor in North
Carolina and a group of investors from India who had committed
to fund the project.
With the disaster of September
11, 2001 all investors funding became concerned and halted all
progress towards finalizing the deal.
In December 2001 Dr. Richard
J. Hoyer of Global Capital decided to fund the project. February
2002 Dr. Hoyer received a letter of intent from a lender who
has agreed to fund the project.
In April of 2002 the Russian
delegation shall be coming to Rochester, New York to meet with
Dr. Hoyer and receive a portion of the first year of the funds
for this 10 year project.
This project is broader
in scope than outlined above. It includes the purchase of a statue
for the main square of Leningrad, the formation of a historical
society, and bringing school children to the site as ships are
retrieved for educational purposes. The project shall improve
the local economy by providing jobs for dozens of workers as
well a provide goodwill between the US and Russia. News from
